Swachh Survekshan is an annual survey of cleanliness, hygiene and sanitation in villages, cities and towns across India. It was launched as part of the Swachh Bharat Abhiyan, which aimed to make India clean. The first survey was undertaken in 2016 and covered 73 cities by 2020 the survey had grown to cover 4242 cities and was said to be the largest cleanliness survey in the world. The surveys are carried out by Quality Council of India.
Survey in 2020 was weighted on 6000 points. The criteria and weightages for different components of sanitation related aspects used for the survey were:
a) Service Level Progress-1300 marks
b) Citizen feedback – 1500 marks
c) Direct observation – 1500 marks
d) GFC (SWM) 1,000 Marks; ODF /ODF+ / ODF++ 500 Marks
e) Average ranking of Quarterly Assessments (April 2019 to June 2019, July 2019 to Sep 2019, Oct 2019 to Dec 2019)-200 Marks
This survey is organized by the Ministry of Housing and Urban Affairs and marks the ninth edition of Swachh Survekshan, India’s annual cleanliness report. The glory of the victory was celebrated in Delhi at Vigyan Bhawan, where President Droupadi Murmu presented the awards and honored the winners. Uttar Pradesh achieved a historic milestone by securing multiple top rankings and awards. Notably, Lucknow became the first city in Uttar Pradesh to receive a 7-star Garbage Free City (GFC) rating — a major achievement in urban cleanliness. It also secured the third position in the Clean City Award category for cities with a population of over 10 lakh and received a Presidential Award for this accomplishment.
As expected, Indore maintained its record as India’s cleanest city by topping the survey for the eighth consecutive year, proving its consistent excellence in cleanliness and sanitation efforts.

Surat (2nd place) and Navi Mumbai (3rd place) in the overall cleanest city category.

In cities with a population between 3 to 10 lakh, Noida (Uttar Pradesh) stood first, followed by Chandigarh and Mysuru.
This year’s Swachh Survekshan covered over 4,500 cities, evaluated on 10 major parameters and 54 indicators, focusing on aspects like waste management, sanitation practices, citizen feedback, and service delivery.
